Fiona Carroll has a wide range of experience representing clients in government investigations by the Department of Justice, the U.S. Department of Education, Congress, and state law enforcement agencies. She also has represented clients engaged in high-stakes complex civil litigation before both federal and state courts. Ms. Carroll’s clients have ranged from financial institutions and social media companies to collegiate athletic conferences and individuals. She maintains an active pro bono practice representing clients in the immigration and justice systems.

Before joining HSHW, Ms. Carroll was a litigation associate at an international AM 50 law firm in Washington, D.C. She graduated cum laude from William & Mary Law School, where she was the Managing Editor of the Journal of Race, Gender, and Social Justice. During law school, Ms. Carroll interned for the Office of the Attorney General of Virginia. She also served as a Writing and Legal Practice Fellow, and was a student advocate in the William and Mary Law School Immigration Clinic.

Prior to law school, Ms. Carroll was a Teach for America Corps Member in Chicago, where she also earned a Master’s Degree in teaching. She attended Stonehill College, where she was captain of the Equestrian Team.
